The Philippine government has finalized its non-negotiable demands for Roblox to avert an impending nationwide ban.
During a multi-sectoral stakeholder summit on Tuesday, March 31, state regulators warned that the gaming platform’s continued operation in the country beyond the deferred April 10 deadline is “totally dependent” on its willingness to comply with these safety reforms.
The Three “Non-Negotiable” Demands
Speaking directly to the public and representatives of the local Roblox creator community, Cybercrime Investigation and Coordinating Center (CICC) Undersecretary Renato “Aboy” Paraiso laid out the government’s “bare minimum” requirements.
First, it is non-negotiable that Roblox must register and establish a physical office in the Philippines.
Second, the platform must overhaul its age verification protocols. Rather than relying on self-declared ages or facial recognition, the CICC demands that verification be tied directly to a national “source of truth,” specifically recommending the Philippine Identification System (PhilSys).
Finally, Roblox must provide authorities with the necessary information to track down digital predators and cybercriminals operating within the game, ensuring that crackdowns are targeted and do not disrupt legitimate users.
Department of Information and Communications Technology (DICT) Secretary Henry Aguda clarified that the state will not bypass legal safety nets to acquire this data. He assured stakeholders that requests for user information to unmask bad actors will follow proper due process, requiring court orders and subpoenas.
PHP 8.5 Billion at Stake vs. Zero Tolerance
The potential ban carries massive economic implications. According to data cited by the DICT during the summit, Roblox boasts approximately 6 million daily active users in the Philippines. Furthermore, based on statements of other invited resource speakers, Aguda noted that the platform may be earning an estimated PHP 8.5 billion a month from the Philippine market. DICT said they will be verifying this during the meeting with Roblox next week.
Despite the massive revenue and the thriving local creator economy, the government maintains a zero-tolerance policy on child exploitation.
During the summit, a Roblox developer attempted to contextualize the risks, citing U.S. data that out of an estimated 380 million monthly active users globally, there were only 24,552 reported cases of sexual exploitation, arguing this represents a minute fraction of the player base.
Paraiso swiftly dismissed the statistical defense. “We do not go by statistics,” Paraiso stated. “One child that gets sexually exploited… is enough for government to step in”.
The Council for the Welfare of Children (CWC) backed the CICC’s stance, pointing out that current statistics do not reflect reality. The CWC noted that studies show only 4% of exploited children actually report the abuse to authorities or helplines, meaning the vast majority of cases remain undocumented.
Demanding “Safety by Design”
Beyond legal compliance, the government is pushing Roblox to implement structural “safety by design” features.
Officials criticized the developer’s statement regarding the platform’s reliance on automated AI moderation and demanded a direct, rapid-response reporting hotline that does not require users to navigate complex bureaucratic memos to flag predatory behavior.
Additionally, regulators suggested the implementation of context-based filtering. This would allow the platform to automatically detect and block grooming behaviors, such as predators asking minors for their real-world addresses or attempting to move the conversation to unmonitored, private third-party apps like Discord.
With Roblox executives scheduled to fly to the Philippines for high-level meetings from April 7 to 9, regulators emphasized that the state’s goal is not censorship or an outright ban. However, if the tech giant fails to adopt these non-negotiable safety measures, the CICC confirmed it will not hesitate to execute the nationwide network block.
